Description: Kage Shisei is an Advanced form of the Raikou Ba-suto technique. Forming the needed hand seals, the user will begin to channel great waves of lightning elemental chakra through their chakra network, and condensing it around their body, but keeping a precise amount per part of the body. If the technique does not keep a balance of chakra throughout the body, it will cancel, along with the chakra used in it. The body will release a large blast of Lightning elemental chakra throughout the area in a massive explosion around 25m-40m in diameter, using a large amount of chakra with the blast, but will burn or destroy everything in it's path.

-Haha? Dude, it takes over 900 Mph to rip Skin from Flesh, your not going to get that kind of speed out of a sword with only a B ranked Technique. sure, this could take down some Crappy Homes of wood, but to break through Armor? thats never going to happen, Metal/Stone is not that easy to break through.

Description: Kyousei Raikou no Tentei no Jutsu is utilized by the missing ninja, Saruno Kazura. Utilizing his powerful skill in Raiton techniques, and his Kekkei Genkai, he can utilize this with his Suiton and Raiton elemental. Forming the needed hand seals, he will rise his left palm into the air, sending his Suiton chakra into the far area of the Troposphere. As the water chakra begins to mend, it will form various sizes of clouds in the sky, then sending his right palm into the air, unleashing his raiton element chakra into the air, sending the power of the technique into place. Once the Raiton chakra enters the clouds above them, they will instantly begin to spark and surge with powerful waves of Lightning chakra. The strikes of lightning are normally Natural, but with the chakra effects, making it only slightly less faster than a normal bolt of lightning, which is close to impossible to dodge when it will strike above a ninja, even with a flash technique. He can freely control the lightning with a swerve of his palm, making it difficult for enemies to dodge or attempt to block, with the amount of power bestowed upon each bolt of lightning.

-Ok this is So overpowered i can't even speak.

1. The massive amounts of Chakra would Drain a Kage, so you'd be able to use this, ONCE and not any other Jutsu.

2. control of Lightning from the Sky!? Ya, thats not happening either, you can manipulate it but no way your going to be able to control it. Its just too...unpredictable. When a lightning is in a cloud, it makes it almost impossible to control.

3. Into the Troposphere? thats like...A LONG WAY. maybe into the Thermosphere, but no further.

Maybe so, but it is worth doing the major damage of the sky and lightning.

Also: With the troposphere, it's the only possible way for weather to actually happen since all weather happens there, so it's kinda a long-kind of Jutsu, that takes time for it to actually work. ~
